After gathering information, the next step in the prewriting process is to organize your ideas. Outlining is always a good place to start.  Outlines organize your topic in a hierarchy so you can plan where you will discuss each point.

The Writing Support Center has a page on outlining to help you understand how to do it.

You might also submit your writing for a tutoring review.  You can ask the tutor to focus on how the paper is organized.
